Are Lifejackets The Most Important Items for Boating Safety?

Tip: It won’t work if you don’t wear it!!

Now more than ever, a wider range or approved types and colours of PFD’s are available to boaters. Manufacturers now have the flexibility to respond to consumer’s demand for comfort and fashion. PFD’s now come in a variety of colours and various inflatable configurations. When shopping, keep in mind your need for visibility on or in the water.

The approved status of personal flotation devices and/or lifejackets becomes void if they have been ripped, repaired, altered or in poor condition.Boats should be equipped with an approved PFD or lifejacket of an appropriate size for each person on board (except for any infant who weighs less than 9KG or any person whose chest size exceeds 140cm).

Most on-water enforcement agencies have a zero tolerance when it comes to each person on board not having an approved PFD or lifejacket that is an appropriate fit and is in good condition. Enforcement authorities can ticket offenders on the spot instead of requiring them to appear in court.

In order for an inflatable PFD to meet this requirement, it must be:

Worn while in an open boat, or
Worn while on deck or in the cockpit or be readily available to persons below deck of vessels with cabins.
Inflatable PFD’s are not approved for use by person less than 16 years of age or weighing less than 36.3 kg.
Automatic inflatable PFDs are not permitted to be used for sail boarding as they inflate the instant they are immersed in water. Inflatable PFD’s are also not approved for use on personal watercraft (PWCs, ie: Sea-doos, jet-skis, etc…).
Pouch type inflatable PFD’s look just like a tourist pouch. The pouch is a 2 stage donning device: Once the inflation mechanism is triggered, the inflation chamber pops out of the pouch and must then manually be brought over the wearer’s head.

Parents Take Note

A lifejacket or PFD is no substitute for adult supervision. Children should be encouraged to wear their lifejacket or PFD at all times. They should learn how to put them on in the water. Some lifejackets and PFD’s are designed specially for children, select the one that best suits your child’s size and weight. A child’s body wieght is distributed differently from adults. Because of this children do not float well in a face up position and tend to panic easily. Diapers, when wet, will adversely affect performance of flotation devices.

Children under 16 years of age should not wear inflatable PFD’s.

Do not use your lifejacket or PFD for kneeling on, sitting on, or as a fender for.your boat. Check its buoyancy regularly by wading out until the water is waist deep, bend your knees and see how well you float.

Allow your flotation gear to dry in the open air, not in constant exposure to sunlight and not close to a direct heat source. The flotation gear should be kept in a dry, well-ventilated, easily accessible place.

Clean your floatation device with mild soap and running water. Avoid dry cleaning them or using strong detergents or gasoline to clean them.

The following technique should be used to test PFD’s and/or lifejackets; while wearing the PFD and/or lifejacket in chest deep water:

The person shall bend the knees
Then float on the back, and
Shall make sure that the PFD and/or lifejacket keeps the chin above water so that it is easy to breathe.

Boating Safety: Preventing and Reacting to a Man Overboard Situation

“MAN OVERBOARD!” is one of the worst alarms to hear while underway.  Clear thinking and decisive action is of primary importance when a person falls overboard.  Even the best swimmers can become disoriented when unexpectedly falling into the water.  Prolonged exposure to rough seas or cold weather can quickly weaken a swimmer.

One of the first things every boat owner needs to learn is how to prevent a man overboard situation from occurring in the first place. Some things to pay particular attention to are:

Keep decks clear of trip/slip hazards.
Ensure lifelines are up and in good condition.
Do not allow people to rid on the bow or go forward while underway.
Keep alcohol use in check while underway.
Alert all crew to the possible dangers and procedures to follow in the event of a “MAN OVERBOARD”.

In addition it is critically important to ensure that everyone onboard is wearing appropriate life jacket while underway.  If someone should fall overboard, the proper life jacket will keep him or her afloat if unconscious and if properly equipped may provide signalling devices that will assist rescuers in locating the person.

If a person enters the water unexpectedly, the crewmember who first sees that someone has fallen overboard should follow these procedures:

Spread the alarm in a loud voice by repeatedly calling out, “MAN OVERBOARD!”  It is also very important to shout out the location the person fell overboard. For example, if the person fell over the starboard side, the alarm should be, “MAN OVERBOARD, STARBOARD SIDE!”
Throw a ring buoy (or anything that floats) over the side as quickly as possible.  It does not necessarily have to be thrown towards the person in the water; just get it in the water as soon as possible.
Maintain sight of and continuously point to the individual in the water while carefully moving to a position that the boat operator will be able to see them from.

Once the alarm has been sounded, the boat operator has several steps to complete in order to successfully recover the person in the water.  Though a quick recovery is preferred, at times it is better to slow down, assess the situation, and ensure everything is done properly the first time.  Not every Man Overboard recovery is the same.  It is always better to make a correct approach slowly and recover the person on the first attempt rather than an incorrect fast approach resulting in the need for a second try.

There is no single correct order in which the following steps should be taken.  Everything depends on the situation at hand.  Starting a turn to maneuver back to the person in the water is a common first step, but if boat traffic in the area is heavy, turning the vessel might endanger others.  Each step is important in its own way and needs to be conducted to ensure a successful recovery.

Florida is the perfect for getting out on the water with family and friends, but a boating accident could not only ruin the day, it could cost lives.

The Florida Fish and Wildlife Commission (FWC) are encouraging all to be safe year round and here are a few reminders.

- Drinking and boating don’t mix, and now you can be arrested for Boating Under the Influence (BUI)

- Don’t overload your boat with too many people and equipment, most boats are labeled with the maximum weight capacity

- Get a weather forecast, and remember that afternoon thunderstorms are a daily occurrence in Florida

- Learn about navigational markers, get a chart and GPS

- Propeller Safety, Educate children and adults alike to be careful of propellers and always turn off the engine when retrieving a skier or tube riders

- Always wear a Personal Flotation Device, Type III PFDs are comfortable enough to wear whenever you’re on the water

- Give your boat a pre-trip inspection, salty air corrodes wiring and there is nothing worse than staring at a huge thunderstorm and your boat won’t start. Also check your navigational lighting, the FWC will now ticket you for non-working lights, even during the daytime.

An Urgent Appeal From The Boat Safety Scheme

An urgent appeal has gone out to boaters from the manufacturers of Belling, Flavel, Leisure and New World cookers – act now to avoid the risk of potentially fatal carbon monoxide poisoning.

As a result, the Boat Safety Scheme (BSS) is urging boat owners, including those that rent and hire their craft, to check the brand and model of their cooker as there is a serious risk of carbon monoxide poisoning from some models.

Free modifications by the suppliers’ engineers to the cookers are available to prevent the risk of CO if the grill is used accidentally with the door shut. This is a quick and simple operation.

The Boat Safety Scheme advises any boat owners with the following appliances to call the free-phone number 0800 342 3049 to have their appliance modified as soon as they can:

The BSS is also alerting anyone with a battery powered carbon monoxide alarm supplied by Lloytron (model B822) or PowerPlus (model BWK034C/Ref 6167) that some units are being recalled.

Recent tests have shown that some batches may not detect (and hence may not sound an alarm) in the presence of certain concentrations of carbon monoxide.

The advice is to remove the unit and return it to the place where you bought it for a refund or further advice.

The alarms are approximately 11cm in diameter. The Lloytron item is in blue packaging and the PowerPlus item is sold with blue and yellow packaging.

The BSS believes carbon monoxide alarms made to the international standard EN 50291 and installed according to the manufacturer’s guidelines can give boaters reassurance, but they should be used alongside a policy of maintaining and using gas, coal, wood and oil-burning appliances according to instructions.

The most important part about responsible boating is to always practice good boating safety.  The United States Coast Guard says that almost all boating accidents could have been prevented if the captain of the ship had taken a boating safety course prior to getting on the water.  Boating safety is tantamount to responsible boating and it shouldn’t be taken lightly.

There’s no way we can cover all aspects of boating safety in this short article.  What we can do, however, is to give you some basics to go from in your quest to become a responsible boater.  There’s nothing that can replace a good, certified boating safety course taught by a qualified individual, but everyone has to start somewhere!

- Always know the safest distance to keep away from other boats.  If someone is going slower than you are and you want to pass them, know how to do so safely and with the proper signaling.  Boats don’t have turn signals, but you should know how to alert the other boater you will be passing them.

- When you are putting your boat in the water, be sure you know how to do this quickly as well as safely.  Boating safety has to be present even before you get your vessel on the water.  Knowing how to do this the right way can make the difference between friendly and unfriendly boating.

- If alcohol is part of your boating trip, be sure you are very conscious of what alcohol can do to your body when you are operating a fast-moving vehicle on top of a body of water.  Alcohol use by the captain should occur in moderation above everything else.  Most of the boating accidents that occur today can be directly attributed to alcohol as a contributing factor.  Be smart when it comes to alcohol consumption on the water.

- Make sure that all people on board your boat have access to a life vest.  Never let a child be in your boat without wearing a life vest at all times.  The number one cause of death on the water is due to drowning.  That is caused by people falling overboard without a life vest.  This is the number one boating safety rule stressed by all instructors.

- Boating safety depends on everyone following general rules of etiquette when you are out on the water.  While you can’t control what the other boaters do, you sure can control what you do.  Always be polite on the water and know that you are doing your part to keep the waters safe.

Like we said previously, every boater should really take a certified boating safety course.  Besides making it easier for you to get your boating license, you will be a much better boater after you take a boating safety course.

Here is some basic boating safety equipment everyone needs. Nobody in there right mind would like to be involved in a boating accident, but make sure that you are fully prepared for one can make the difference between life and death. Make sure your boat is equipped with an easily-accessible first-aid kit. Check your first-aid kit regularly to make sure you don’t need to stock up on anything. A flashlight and extra batteries are a necessity, as is a fire extinguisher.

It’s also a good idea to have a backup supply of water and food in case you end up having to spend more time at sea than planned. In addition, make sure that somebody knows where you’re going and what time you’re expected back. That way, they can notify the Coast Guard sooner rather than later in the event that you’re stranded at sea.
